Q: I can see wires coming from the mechanism to what look like 2 small led lights either side of the inside of the case. are these meant to work ?

The 2 wires inside the clock mechanism are for the sound only. There are NO leds with this clock. The clock is not intended to light up in any way

Q: How do you set the hands on the clock

Open the back of the clock and you will see the movement, where the battery goes. Check that the battery is the correct way round. Move the bottom slide switch on the left, to the left (Westminster Chime). Mover the upper slide switch to the right (night silent option). Now rotate the lower round button clockwise to increase the volume. Now advance the hands forward. To advance the hands rotate the upper round button clockwise. Always move the hands forwards. When you pass the hour the clock will chime, unless the clock is showing 11pm - 5.45am when you will only hear a faint click. Continue to advance the hands and at 6 O'Clock the clock will chime. This is 6am in the morning and NOT 6pm. Having now determined if the clock is showing 6am or 6pm advance the hands to the desired time. Note 8pm will have to go from 6am 14 hours forward. Otherwise the clock will chime during the night and silent during the day as the clock has a night silent option - last chime 10:45pm, first chime 6am. Instructions are included with the clock.
